Selection criteria for new clouds

• Prestige or unbeatable pricing — well-known brand OR cheaper than our current options
• Manually testable — we must be able to verify end-to-end before shipping
• REST API or CLI + SSH/exec — no proprietary-only access
• No GPU clouds — Spawn uses remote API inference, not local GPU

Per the issue criteria, this needs 50 upvotes to trigger general cloud expansion, or 10+ individual requests for a specific cloud. Neither threshold has been met yet.
