Collections CLI: integrate with projects

The collections CLI commands should use the active project in the workspace, if any

So when doing openfn collections get, it should use the endpoint and project id and anything else it needs from openfn.yaml

Also needs to support aliases in place of project-id, which get resolved to UUIDs by the CLI itself
