Release v0.5.4: Update README files with GitHub links, publish packages

- Remove contact email from README files
- Add GitHub organization and owner links
- Update parser to v0.5.2
- Update CLI to v0.5.4 with dependency bump
- Add publishing metadata to package.json files
- Copy LICENSE files to sub-packages
