Allow DKGs on arbitrary testnets #4052

🎯 Problem to be solved

charon create dkg does not have command like charon create cluster as it pertains to arbitrary eth chains. This means you can't test a dkg on a non standard testnet network. This relates to a potential upcoming custom testnet by an LST

🛠️ Proposed solution

Consider allowing more flexibility in the cluster_defintion as it pertains to chain ID etc.

🧪 Tests

  • Tested by new automated unit/integration/smoke tests
  • Manually tested on core team/canary/test clusters
  • Manually tested on local kurtosis

❌ Out of Scope

Out of scope is supporting the --publish command, users should have to make this work the local cluster-definition.json file transfer way, rather than our backend accepting arbitrary networks its never heard of.
