Whisper admin commands to mods

The bot should be able to see permission levels, and whisper mods with the commands available to them

should only be whispering the commands with elevated permissions, and the relevant ones for the relevant level

vips get x
mods get x and y, unless mods only get some commands

add ability to add mod only commands maybe?
