change menu access in nether portals to nether portal animation skip

the fixed wording in #160 might imply that portal animation skip using a boat in later versions is banned, which is not the case. only tricking the game into thinking your in the portal when you're not is banned (i just thought of this now)

I mean you are in the portal, just only the server side. how about "using a nether portal server-side only to avoid the portal animation"?
