Describe the bug
It is not the shouldQuiver() that fails, but rather the status effects are not properly detected. The inventory search also searches the armor slots for arrows instead of just the main inventory and offhand. Also headIsOpen becomes false if you are standing on a fence or slab with nothing above you, I haven't tested other non full blocks.
Steps to reproduce
Have a bow and tipped arrows in your inventory, all safety checks off, and toggle quiver.
