Exclude outdated no service pinga from Effective Coverage map
Where tiles have both dead/drop pings and bidir/disc/tx/rx pings, any dead/drop pings which precede the first heard date of the repeaters associated with the bidir/disc/tx/rx pings should not factor into tile colors on the Effective Coverage map.
