Feature Request: Fetching all users with the option of: Pagination and amount per Page

Hi,
I would like to have the feature to get all users from the database, even if they only have the default role.
That could be useful for things like a webinterface. (I read, that only users who have more than the primary role will be shown, that's why I'm making this "Issue / Feature Request")

I think, that this would be also very useful for other people ^^
