API for finding out versions

Linking to "dev-master" branches of external dependencies isn't the best idea.
We need an API where we can POST Repo URLs to and get a list of packages that get installed including their versions and Autoloading configurations as a result.
Koopzington/dep-resolver will be the repo for that API.
