Contributor docs default to repo-local commands so you exercise the current source tree directly while developing:

Contributor workflows still mention PowerShell because the current Windows wrappers are part of the transition path. That is current-state documentation, not the long-term product dependency model. Normal TinyCloud usage is intended to converge on cross-platform compiled binaries without requiring PowerShell.
For the planned public packaging, bootstrap, and tinycloud setup --full model, see distribution.md. That document describes the intended release/install story; it does not mean those commands are implemented today.
