change page title/filename of Creating a WPF app

Will need to change the title and page file name to reflect more of a general development for desktop applications.

I have a version of the page in the dev branch and where the title is "Adding Kinect for Windows v2 to a Desktop or Console Application"

I'm not sure I understand what the question is on this issue. Feel free to change the topic title and filename. When changing title, modify the TOCTitle and RLTitle in the metadata block at the bottom of the page.
