Allow for submissions to be one to many with projects

It was identified recently that while an edge case, it could be possible for a submission being accepted to result in two different projects needed to be created to manage different contracts being executed. As it stands, Hypha is built to be 1:1 submissions to projects in both backend and UI which makes this a bit of an overhaul.

I have been looking at this after we discussed different options. Thanks to the fact that contracts, invoices etc. are linked to the project and not the submission this will likely be less work than I feared.

Today project url:s are /apply/submissions/1234/project/. If we move to /apply/submissions/1234/project/123, /apply/submissions/1234/project/124 etc. the url structure do not need to change that much either.

In the cases where users are linked to /apply/submissions/1234/project/ we show a landing page with a list of projects if there are more than one and redirect directly if there are only one.
