v2.5.0 release

Hi @sanguinariojoe,

What do we need to do to release v2.5.0? In #333 you said there was some work that needed to be done on the GH actions side of things.

Asking because the version increase is needed for the bug fixes in the WEC+Sim to MoorDyn coupling @jtgrasb has been working on.

It seems VTK is crashing. No idea why it worked just fine before and now it is miserably failing

P.S. I have no much time to deal with this now. I am getting back to it ASAP

If so, we can turn off that MDF comparison test for now. As far as I know there isn't currently work being done on that. We should still keep it around for the future, but for now we can just disable it from the list in GH actions.

Once OpenFAST r-test does its next release those tests should be a lot cleaner in the logs because I added the disableOutTime flag in the r-test repo.

No, is not that... The static linking of VTK is failing on the Python packages for Linux. No idea why yet

Well, I have been spending some time on this. The VTK stuff is utterly broken on Linux... No idea what happened, but it is too hard to fix it. So instead I think I will move to https://github.com/mmorse1217/lean-vtk (some changes will be required though)

Well, I already gave a hand to the lean-vtk lib:

mmorse1217/lean-vtk#10

Now I will merge that on MoorDyn and let's see!
