When change requests are enabled in a given environment, users should not be able to make changes to their flag dependencies directly.
The 'Update Dependencies' option must be replaced with 'Create Change Request', following the usual dialogue for creating a change request.
The UI showing a created change request should add a new tab alongside 'Value', and 'Segment Overrides' titled 'Dependencies'. This view should show the dependencies being added and removed as part of the change request.
