Implementation for ReportingUnitType is not matching the spec #242

Current Behavior
The enumeration in C++ and C# for the ReportingUnitType is not matching the spec that is being used.

The town value is missing.
Expected Behavior
The town value should be included.
Steps To Reproduce
Look at the enumeration.
