[META] chore: revisit PEP compliances

therefore, it needs to comply to the packaging PEPs: https://peps.python.org/topic/packaging/

tasks:

• review all current implementations, and make sure they are adhering the respective PEP
• find new features that are possible due to new PEPs - and create tickets for them.
