New Registry Repo for New Registry Architecture

Request: Create a new repo for new Registry architecthure, move issues and only relevant code. This repo will not use Ruby.

The pipeline will use Azure DevOps to deploy. @rohit-joy please add anything else here.

• Set up new Registry Repo. Don't name it rearchitecture. What should it be named so to be clear and not confuse with the Ruby repo?
• Create a custom issues template. See below.
• Create a 2026 Project for all issues.
• Move from 2025 rearchitecture repo only the rearchitecture issues.
• what else?
