Adding some prebuilt library...

I cannot build libconfig since my version of autoconf is updated....If anyone can give me a prebuilt one...

You should now be able to use the "a9lh" branch even for arm11 builds. Just comment this line and un-comment this one . You'll also need to update your configuration file to the new (CtrBootManager9) format.

I should merge the change soon in the main branch.
