Scope:
- SACC→2pt-FITS converter reproducing today's
cosmosis_fitting.py assembly exactly: NZDATA HDU, XI_PLUS/XI_MINUS (BIN1/BIN2/ANGBIN/VALUE/ANG), COVMAT with STRT_i offset headers, optional ρ/τ blocks (consumed by the PSF likelihood modules in Sacha's cosmosis-standard-library fork)
- byte-compare validation against current output: synthetic reference in CI, real 2pt-FITS file on candide
- SACC↔OneCovariance glue: n(z) tracers → per-bin two-column input + config; OneCovariance output covariance list → SACC covariance blocks
Not in scope: cosmo_val mixin migration (PR 4), CosmoSIS's native SACC likelihood (PR 7).
