The backend docs page opens, but the phone task still cannot run

I can open http://localhost:7777/docs, so I assumed the backend setup was complete.

Then I tried a phone task and it still failed because the Android client was not ready. I think the docs page or getting-started guide should say more clearly that "backend is up" is not the same as "phone task can run".
