Clicking on a student's submission in the All Submissions page, during a test, shows stale data

Student submissions get updated every few seconds, during an exam.  But graphql isn't informed that its data store is stale.  The link to the student submission, in app/packs/components/workflows/professor/exams/submissions/index.tsx, probably ought to open in a new tab so as not to be accidentally stale.
