[Feature]: CivicDataSpace metadata should be aligned with DCAT V3, and allow more fields

Is your feature request related to a problem?

Current metadata input options are fairly limited - At minimum the following need to be added:

• Temporal extent
• Provenance chain and roles (Author, publisher, owner, collector)
• Language
• "Sectors" should perhaps map to "theme"
• available file formats

An expanded set of metadata input fields, with clear mapping to relevant metadata formats (DCAT V3, Croissant)
