Subject: [PATCH] ci: control run (no change) for test-thread-safety on windows
 x64-openblas

#52 failed test-thread-safety with 0xc0000374 on windows/x64-openblas at both heads, while #49-#51
passed; the test never reaches #52's code. This empty commit on master (af1a3c933) runs the same
CI on the same runners today, so the failure is attributed to #52 or to the runner, not guessed.
