New notebook showing how to use the output of the SPHEREx spectrophotometry tool #199

The spectrophotometry tool extracts spectra from SPHEREx Spectral Images using forced photometry. The tool is here: https://irsa.ipac.caltech.edu/applications/spherex/tool-spectrophotometry. We should create a notebook that shows how to use the output. The GUI has a lot of visualization features but ultimately can't do the kinds of measurements that scientists need to write papers. Scientists will need to load the spectra in python (or something else) in order to do that.

We'll need to run the tool and download a file of output to feed in to the notebook. We plan to store that file at IRSA. Will update here when I know a specific location.

We especially want the notebook to highlight how to deal with the flags. The tool's help pages are being updated with info about the flags that may be helpful. A draft of those docs is here: https://irsatest.ipac.caltech.edu/onlinehelp/spherex/#sp.explorebitflags (requires VPN). I'll update the link once the docs are released.
