unable to build the netopeer dokcer file

I am facing an error when trying to build the docker file. I have tested on 3 different environments and all of them are returning the same error.

libtool: Version mismatch error.  This is libtool 2.4.2, but the
libtool: definition of this LT_INIT comes from libtool 2.4.6.
libtool: You should recreate aclocal.m4 with macros from libtool 2.4.2
libtool: and run autoconf again.

You should only need to update some build scripts with autoreconf. But this netopeer is totally obsolete and you should not be using it anymore.
