[Bug]: Missing `dab init` flags to modify the runtime telemetry options

What happened?

When we use dab init we set a default value for the runtime.telemetry.open-telemetry parameters, but there is no way to edit those parameters with the dab init command. We are also unable to edit any runtime.telemetry parameters in general with this CLI command.
