Subject: [PATCH] Update test dependencies for SQLite storage

Require wp-cli/wp-cli-tests 5.3.4 or newer so installation caching supports randomized SQLite storage paths. Allow its WP-CLI 3 development dependency while retaining WP-CLI 2.12 compatibility and preferring stable releases.
