[Bug] Segmented Reply Threshold Error

What happened / 发生了什么

• The threshold for segmented reply uses number of characters instead of number of words when using English, and likely for other alphabet based languages as well
• 分段输出的阈值在使用英语时使用的是字符数而非word count，因此大概率其他基于字母表的语言也会遇到同样的问题

Reproduce / 如何复现？

1. Set Segmented Reply Word Count Threshold to 150-300 words
2. Interact with the bot in English/Other alphabet based languages
3. Observe the segmented reply fail to trigger

确认了这个 Bug。问题出在 astrbot/core/pipeline/result_decorate/stage.py 第 216 行 [1]：

if len(comp.text) > self.words_count_threshold:

这里使用的是 len(comp.text)（字符数），而不是实际的词数统计。对于英文来说，150 个字符大约只有 20-30 个单词，所以阈值设置为 150-300 时基本不会触发分段。

有趣的是，代码中已经存在正确的词数统计方法，位于 astrbot/core/pipeline/respond/stage.py [2]：

修复方案可以将类似逻辑应用到 ResultDecorateStage 中的阈值判断处。另外同文件中 text-to-image 阈值（第 359 行）和转发消息阈值（第 394 行）也存在同样的问题 [3] [4]。
