Subject: [PATCH] Fix: Include dist folder in build output

Add railpack.toml to ensure the compiled `dist/` folder is included in the Docker image during deployment.

The build was succeeding locally but the output wasn't making it into the final image, causing the app to crash with "Cannot find module '/app/dist/index.js'" at runtime.
